Place frozen beans in saucepan and cover with water. Place on stove top and bring to a boil. Boil for 3 minutes. Reduce heat, cover and simmer for 30 to 35 minutes. Additional water may be needed during cooking. Drain. Cook bacon until crisp; reserve drippings. Crumble bacon into small pieces; set aside. In bacon drippings sauté onions and celery until tender; drain. Combine all ingredients, except bacon, and pour into a 2-quart casserole. Top mixture with crumbled bacon. Bake uncovered at 350 degrees for 30 minutes.
